About the Tourism Business Improvement District
The purpose of the Tourism Business Improvement District (TBID) is to provide projects, programs and activities that benefit lodging businesses located and operating within the boundaries of the City of Arroyo Grande. "Lodging" is defined as any structure, or any portion of any structure, which is occupied or intended or designed for occupancy by transients for dwelling, lodging or sleeping purposes, and includes any hotel, motel, inn, bed and breakfast, vacation rental or homestay that pays transient occupancy tax, but excludes RV parks. An assessment is levied on all lodging businesses within the City boundaries based upon two % (2%) of the rent charged by the operator per occupied room per night for all transient occupancies. The value of extended stays of more than thirty (30) consecutive calendar days is exempt from the levy of assessment. Revenue collected is used to promote the lodging industry within the City. An Advisory Board composed of lodging industry representatives and those with tourism or lodging industry knowledge makes recommendations to the City Council on the expenditure of revenues derived from the assessments. All assessments are subject to annual review by the City Council in accordance with the requirements contained in the Parking and Business Improvement Area Law of 1989 (Streets and Highways Code Sections 36500 et sequitor).
