The Arroyo Grande General Plan consists of eight (8) 'elements' or chapters, each of which focuses on a specific topic related to the city's day-to-day operations and future expansion. The State of California mandates that each city's general plan include elements relating to circulation, conservation, housing, land use, noise, open space and safety (Arroyo Grande's General Plan combines conservation and open space into a single element, along with agriculture).
