This DEIR has been prepared for the proposed Newsom Springs Regional Drainage Plan. The project area isgenerally bounded by Branch Mill Road and Arroyo Grande Creek in the southeast portion of Arroyo Grande.The Proposed project consists of a series of stormwater drainage improvements that would be implemented over time. The primary objectives of the project include:

  • Remedy flooding in areas identified in the SWDMP
  • Improve runoff water quality as it enters Arroyo Grande Creek
  • Remedy existing creek bank erosion sites dependent on the selected stormdrain outfall point
  • Maintain the ongoing viability of existing agricultural operations and protect prime agricultural soils.
The City has developed a range of options evaluated for environmental impacts in the EIR. The City anticipates adopting a final Newsom Springs Regional Drainage Plan that includes some or all of the options and components listed below.
  • Phase 1- Redirection of Stormwater to Arroyo Grande Creek, Cherry Creek Alignment
  • Branch Mill Road Perimeter Ditch Capacity Improvement
  • Branch Mill Road Culvert Enlargement
  • Stormwater Detention Basin
  • Alternative Storm Drain Alignment Routes
  • Arroyo Grande Creek Repair Sites

Significant Effects

The DEIR did not identify any significant unavoidable effects. Significant but mitigable effects were identified on agriculture, flooding, hydrology, water quality, biologic resources and cultural resources.

The CEQA Guidelines section 15087(c)(6) requires that this notice specify whether the Project will involve activities on and State or federally listed hazardous materials site. The site is not on the Department of Toxic Substances Control Hazardous Waste and Substances Site List.
