The General Plan

California State Law (Government Code Section 65300) requires each city and county to adopt a General Plan for the comprehensive long-range physical development of the locality. State Law provides that the General Plan must address seven elements, which are as follows:
  • Land Use Element
  • Circulation Element
  • Housing Element
  • Conservation Element
  • Open Space Element
  • Safety Element
  • Noise Element
All of these elements must be consistent with one another.

Optional elements can also be prepared, such as the Parks and Recreation Element. These optional elements must also be consistent with all other elements. Elements can also be merged with one another (required or optional), such as the city's Agriculture, Conservation and Open Space Element.

Community Development

Department Overview

Careful planning will ensure that the quality of life is maintained and enhanced. The primary goal of the Community Development Department is to assist the community, City Council, and Planning Commission in preparing for the City's future growth and development, as well as review current development plans for consistency with local ordinances. The Department deals with transportation, housing, community facilities,public safety, open space, design, and the use of land. The Department provides staff assistance for the Planning Commission, Architectural Review Committee, Downtown Parking Advisory Board, and Historical Resources Committee.

The Community Development Department is dedicated to maintaining the City's unique environment and character while helping to balance them with economic opportunities. Staff is committed to providing services that are responsive, innovative, and helpful to the community and applicants.
