The City Manager serves at the will of the City Council and is responsible for providing them with policy and operational recommendations, staff support, and to implement their directions and decisions. The City Manager supervises the department directors and is responsible for overall direction and coordination of the City organization to provide services and projects in an efficient manner. The City Manager coordinates with community organizations and individuals to ensure the City is reponsive to requests and issues of concern. The City Manager also serves as the Executive Director of the Redevelopment Agency.

Steven Adams has been the City Manager for the City of Arroyo Grande since September of 2000. He came from the City of Westlake Village, where he held the position of Assistant City Manager. Prior to that, he worked with the City of Glendale for 15 years, most recently as the Deputy City Manager. Mr. Adams has also served as an Administrative Intern for the City of Temple City, City of San Luis Obispo, and US Department of Housing and Urban Development (HUD). Steve has a Bachelor's Degree in Political Science from Cal Poly, San Luis Obispo, a Master's Degree in Public Administration from the University of Southern California and a Certificate in Land Use and Environmental Planning from the University of California, Irvine. He is currently a member and Past President of the Pismo Beach - Five Cities Rotary Club, member and Past Chair of the YMCA South County Advisory Committee, a volunteer instructor with the Junior Achievement Program, Board Member and Past Chair of the Arroyo Grande Valley Harvest Festival, Board Member and Post President of the Central Coast City Managers' Group, and Past President of the Municipal Management Assistants of Southern California.
