[ARCHIVED] Guidelines for Public Participation in City Council Meetings During the COVID-19 Emergency

ARROYO GRANDE, CALIFORNIA – The City Council will hold its next regular meeting tonight, Tuesday, March 24, 2020, at 6:00 p.m.  Pursuant to the local emergency concerning the COVID-19 virus and in accordance with the Governor’s Executive Order N-29-20 and the San Luis Obispo County Emergency Services Director’s Order to Shelter At Home, members of the City Council and staff may participate via teleconference and the following guidelines will apply to public participation at all City Council meetings for the duration of the emergency:

Public Attendance: In the interest of public health and safety, public access to the Council Chambers will not be permitted pursuant to the above referenced Executive Orders.  Members of the public are strongly encouraged to participate in the meeting remotely by utilizing one of the following options to view the meeting and provide public comment:

               Cable Channel 20:  The City Council meeting can be viewed live on Channel 20 and will be rebroadcast daily thereafter at 9:00 a.m., 6:00 p.m. and 1:00 a.m.

               Internet Livestream: The City Council meeting will be streamed live online and can be accessed via the City’s website and the SLO-Span website.

Public Comment: Members of the public may submit written comments in advance of the meeting by emailing by 4:00 p.m. on the day of the meeting and those communications will be provided to the City Council prior to the start of the meeting and will be made a part of the record. Please provide the agenda item number in the subject line of your email.  During the meeting, public comments can be emailed to up until the introduction of the agenda item. Please provide the agenda item number in the subject line of your email. Emails will be read into the record by the City Clerk. A timer will be set and only the portion of the email that can be read in three (3) minutes will be allowed, pursuant to current meeting procedure for public comment.

Teleconference: To listen to the meeting by phone and/or provide comment by phone, the public may call 1-888-475-4499 and enter meeting ID # 553 314 3377. During public comment period(s) on agenda items, each connected caller will be asked if they wish to submit any public comment on that item, limited to three (3) minutes per speaker, pursuant to current meeting procedure. Please be patient as we work to recognize each caller.
